Narrative:
I departed 5t6 VFR and while airborne asked for an IFR clearance which I had filed. I thought I was cleared to my requested cruising altitude of FL210. As I passed 13000' the controller told me that I was cleared to 12000' and that another aircraft was descending to 14000'. I made a very rapid descent to 12000'.

Title: PLT OF 2 ENGINE TURBO PROPELLER ACFT IN CLIMB OVERSHOT ASSIGNED ALT.
Narrative: I DEPARTED 5T6 VFR AND WHILE AIRBORNE ASKED FOR AN IFR CLRNC WHICH I HAD FILED. I THOUGHT I WAS CLRED TO MY REQUESTED CRUISING ALT OF FL210. AS I PASSED 13000' THE CTLR TOLD ME THAT I WAS CLRED TO 12000' AND THAT ANOTHER ACFT WAS DSNDING TO 14000'. I MADE A VERY RAPID DSNT TO 12000'.
