Narrative:
Aircraft had left ram air door placarded with MEL 21-4. On recall after pushback; left air conditioning and pack light illuminated. Returned to gate and ZZZ maintenance signed off logbook allowing warning lights on ground when MEL specifically only allows lights in flight. I refused aircraft.
