Narrative:

Aircraft X; ZZZ- ZZZ1 was a ramp direct loading flight. Ramp lead failed to secure dg (genetic modified organism) with 15 bags; yet loaded the dg cart by itself in rear pit 6. Plane was pushed back prior to ramp close out. Crew were #2 for takeoff when ramp lead called clp [central load planning] to ask for help and that is when ramp lead realized that the cart in rear pit 6 contained dg. Unfamiliar with her dg codes/loads; ramp lead failed to follow FAA policy and caused a gate return; inconveniencing customers; crew and caused a 40 min delay. Not a single phone call from ramp lead nor ramp supervisor was made to load planning during the loading or prior to push back to raise a question about this dg.
