Narrative:

Aircraft X pushed back from gate E8. As the aircraft was being pushed straight back [another company] tug with carts disobeyed the wing walker signal to stop for the aircraft being pushed and continued to drive behind the aircraft. Once the tug was directly behind the aircraft they finally stopped which prevented the aircraft from being pushed. The pushback driver had to stop abruptly to prevent hitting the tug and carts. This caused the shear pin on the tow bar to break. Supervisor and maintenance was called to the incident. Maintenance determined the aircraft was good to fly and the ramp crew changed out the tow bar and completed the push.
