Narrative:

On 1/wed/91 at PM00Z, I contacted lansing FSS for a WX brief for a x-country from azo to tvc and back to azo. WX predicated along the route was MVFR and IFR. Forecasts called for MVFR and VFR. At PM30+Z, I departed azo. WX along the route was VFR all the way to tvc. I updated my WX in tvc. It called for MVFR on the route back to azo. 20 mi south of the tvc VOR, WX became marginal. I contacted lansing FSS to give a PIREP. After giving the information, FSS asked for my destination. They informed me that grr was IFR, and that mkg was VFR. I was en route to the white cloud VOR. I decided to deviate to mkg at white cloud VOR. The closer I got to mkg, the worse the WX was. 5 mi south of fmt, I contacted lansing FSS for a WX update at mkg and grr. Both were reporting IFR conditions. FSS then asked me if I was in IFR conditions. I said yes. FSS then asked me if I was IFR rated. I said no. FSS then asked me if I needed further assistance. I declined, since I was very close to fmt. After having time to think it through, I realized that I was not in IFR conditions, but rather MVFR. I was less than 1200' AGL and had 2 mi visibility, and I was clear of clouds. I landed at fmt and stayed the night. I realize that better WX planning and more en route communication could have prevented me from flying into deteriorating WX conditions and giving misinformation to an FSS.

IT CALLED FOR MVFR ON THE RTE BACK TO AZO. 20 MI S OF THE TVC VOR, WX BECAME MARGINAL. I CONTACTED LANSING FSS TO GIVE A PIREP. AFTER GIVING THE INFO, FSS ASKED FOR MY DEST. THEY INFORMED ME THAT GRR WAS IFR, AND THAT MKG WAS VFR. I WAS ENRTE TO THE WHITE CLOUD VOR. I DECIDED TO DEVIATE TO MKG AT WHITE CLOUD VOR. THE CLOSER I GOT TO MKG, THE WORSE THE WX WAS. 5 MI S OF FMT, I CONTACTED LANSING FSS FOR A WX UPDATE AT MKG AND GRR. BOTH WERE RPTING IFR CONDITIONS. FSS THEN ASKED ME IF I WAS IN IFR CONDITIONS. I SAID YES. FSS THEN ASKED ME IF I WAS IFR RATED. I SAID NO. FSS THEN ASKED ME IF I NEEDED FURTHER ASSISTANCE. I DECLINED, SINCE I WAS VERY CLOSE TO FMT. AFTER HAVING TIME TO THINK IT THROUGH, I REALIZED THAT I WAS NOT IN IFR CONDITIONS, BUT RATHER MVFR. I WAS LESS THAN 1200' AGL AND HAD 2 MI VISIBILITY, AND I WAS CLR OF CLOUDS. I LANDED AT FMT AND STAYED THE NIGHT. I REALIZE THAT BETTER WX PLANNING AND MORE ENRTE COM COULD HAVE PREVENTED ME FROM FLYING INTO DETERIORATING WX CONDITIONS AND GIVING MISINFORMATION TO AN FSS.
