Narrative:

ATIS was advising to expect runway 7 into jax. We (crew) briefed for runway 7. Within about 20 mi jax approach advised to change to runway 31 and gave vectors for final. They turned us over to tower and tower cleared us to land on runway 31. We saw lights of other aircraft in the vicinity of the airport, but naturally we assumed they would be going to runway 7. We short a normal approach to landing. On rollout the captain looked up and said, 'there's an aircraft at 12 O'clock--is he landing?' I said 'no, he's probably on base for runway 7,' so we continued the rollout. The aircraft at 12 O'clock got closer and closer before we reached the next taxiway. We finally called the tower and told us to expedite and turn left (which put us on the air guard ramp with an appropriate greeting). The aircraft then landed on runway 13 just as we cleared. He was never called as traffic for us, nor we for him. It's really stupid to clear 2 aircraft for opp runways. They need to make a ruling that says they can't clear 2 opps until 1 is clear of the runway.

Title: ATCT LCL CTLR HAD 1 ACFT ROLLING OUT ON RWY 31 AND ANOTHER ACFT ON SHORT FINAL TO RWY 13. ACFT ON THE RWY CLEARED THE RWY BEFORE THE LNDG ACFT CROSSED THE LNDG THRESHOLD.

THEY TURNED US OVER TO TWR AND TWR CLRED US TO LAND ON RWY 31. WE SAW LIGHTS OF OTHER ACFT IN THE VICINITY OF THE ARPT, BUT NATURALLY WE ASSUMED THEY WOULD BE GOING TO RWY 7. WE SHORT A NORMAL APCH TO LNDG. ON ROLLOUT THE CAPT LOOKED UP AND SAID, 'THERE'S AN ACFT AT 12 O'CLOCK--IS HE LNDG?' I SAID 'NO, HE'S PROBABLY ON BASE FOR RWY 7,' SO WE CONTINUED THE ROLLOUT. THE ACFT AT 12 O'CLOCK GOT CLOSER AND CLOSER BEFORE WE REACHED THE NEXT TXWY. WE FINALLY CALLED THE TWR AND TOLD US TO EXPEDITE AND TURN LEFT (WHICH PUT US ON THE AIR GUARD RAMP WITH AN APPROPRIATE GREETING). THE ACFT THEN LANDED ON RWY 13 JUST AS WE CLRED. HE WAS NEVER CALLED AS TFC FOR US, NOR WE FOR HIM. IT'S REALLY STUPID TO CLR 2 ACFT FOR OPP RWYS. THEY NEED TO MAKE A RULING THAT SAYS THEY CAN'T CLR 2 OPPS UNTIL 1 IS CLR OF THE RWY.
