Narrative:
I had just spoken with an [operations control] employee at ZZZ. The employee had advised that s/he had felt uncomfortable when having to work the overnight hours and provide ramp control instructions. The employee confirmed that s/he had not received ramp controller [training]. I believe having the [operations control] employees provide ramp control instructions while simultaneously meeting the needs of their position (zone supervisor/gate manager) presents a safety risk.
