Narrative:

While enroute to ZZZ; I made the pilot flying aware of the feasibility item number 16 about parachute training. We both agreed to be extra vigilant after becoming familiar with the entire report. While on talking with approach; I was also listening to unicom to get a feel for what was happening at the field. I heard an aircraft announce 'jumpers away over the field'. This got my attention and I made the pilot flying aware of this. As we were getting vectored around; I queried approach about the parachute activity on the field. He assured me that the jumpers remain south of the field at all times. As we were turning on final for the visual to runway xx; we cancelled IFR and continued. I made numerous calls in the blind as to our location. On about a 5 mile final; I heard the 'jump aircraft' announce 12 good canopies. This heightened our awareness as we started scanning for any parachutes. We were now on about a 1-2 mile final when the pilot flying saw and pointed out a parachuter moving left to right across final just in front of the threshold.it appeared to both of us he continued off into the grassy area away from the runway and our course. The 'jump aircraft' then stated 'all parachuters on the ground'. We were now approximately 1/2 mile from touchdown when the pilot flying stated 'are those people standing there?' I was scanning over towards the west side of the runway in the general location of where I last saw the parachuter go. I thought I saw him but wasn't sure; but then I refocused on our landing and as we flew over the threshold I saw all of the parachuters on the ground right in front of the threshold in the grassy area. We were at approximately 100 ft as we went over and had no time to react. We landed uneventfully. I never saw them as they blended in with the area and I was not looking directly in front of us and below. We never saw any of the other jumpers except the one that moved across us. This must have been the last jumper as all the other ones were on the ground. When we got to the FBO I asked the line guy about the parachuters and he stated they have been a problem on the field consistently. I asked for the airport manager and spoke with him also. He stated the same thing that; [company name] parachuting has been a huge problem on the field. They have their drop zone in front of their facility but the parachuters go wherever they want. [My company] should not be going to this airport until this problem is corrected. ATC provided what should have been good information but; these people are doing whatever they feel like. There will be a problem sooner or later and [my company] needs to be made aware of it. I have a strong sense that the airport has pretty much given up on trying to get the parachuters to land in their jump zone away from all runways. And if that wasn't enough; as we were getting ready to leave; we witnessed approximately 12 parachuters land right over the top of the field. The parachuters were nowhere near their jump zone. I would not feel safe going back there.
