Narrative:
Due to poor cell service at the och airport and no remote radio link to ATC; I have witnessed several occasions that I felt were not safe. Recommend installing a remote VHF radio link to FSS/ATC facility to obtain IFR clearance on the ground and eliminate the possibility of midair in poor visibility. A little preventative measure is appropriate.
