Ramp tried to close out flight with hazmat pit 6 with only 10 bags. Advised [they] needed 15 bags. Ramp moved hazmat to pit 4 but could not close out due to nesting system. Crew advised to return to gate. Captain advised he needed more fuel. Ramp moved bags. Flight departed 56 minutes late.
