Narrative:

Do to the close proximity of maxwell AFB to montgomery airport (6 NM) as a controller I have to coordination frequency with maxwell tower to transition them air traffic area, with aircraft inbound to montgomery airport. On numerous occasions during the 2 1/2 yrs that I have been a controller at mgm RAPCON, I have witnessed potential mid-air collisions due to maxwell tower launching VFR traffic into aircraft that have already been approved to transition their air traffic area. On dec 1990 at approximately X am I got approval from maxwell tower to descend overhead mxf into montgomery airport with cpr X, small transport, from 3 NM north of mxf. When cpr X was 1 NM northeast of mxf I cleared him for the visibility approach to runway 27 and switched to mgm tower. 5 seconds later I observed a VFR mlt Y climbing off mxf runway 15 right into the flight path of cpr X. This type of scenario happens quite frequently.

ON DEC 1990 AT APPROX X AM I GOT APPROVAL FROM MAXWELL TWR TO DSND OVERHEAD MXF INTO MONTGOMERY ARPT WITH CPR X, SMT, FROM 3 NM N OF MXF. WHEN CPR X WAS 1 NM NE OF MXF I CLRED HIM FOR THE VIS APCH TO RWY 27 AND SWITCHED TO MGM TWR. 5 SECS LATER I OBSERVED A VFR MLT Y CLBING OFF MXF RWY 15 R INTO THE FLT PATH OF CPR X. THIS TYPE OF SCENARIO HAPPENS QUITE FREQUENTLY.
