Narrative:

On landing on runway 31 we were instructed to turn right next taxiway and contact ground. Next taxiway was ee. On turn off, my first officer switched to ground and called then threw his hands up. I looked and immediately to my left was a single engine small aircraft Y taxiing west on east taxiway. He was not going to stop and we had to apply heavy braking to avoid striking him. All aircraft at pia exit and turn onto taxiway unless instructed to do otherwise. The controller said he did not see the other aircraft, yet ground called him to us just as we stopped. The system failed because of the other aircraft not preparing to stop, we not being notified he was there, the nonenforcement of not entering txwys west/O prior clearance. We could find no instructions in the aim other than clearance is required for ground movement. This one was close, if anyone in my aircraft or the ground controller had blinked, the small aircraft Y driver would be dead. I have asked other pilots what they would do and to a man they would have entered the taxiway in the absence of a hold short instruction. We need to standardize the rules from airport to airport and ATC has got to start enforcing rules of travel to all pilots and not letting things go. The controller told me he's very reluctant to 'get on' pilots for not calling prior to taxi or after clearing the runway going to the gate. This rule should apply to all of us. Being a cop is never fun, but that is what they are paid for. Aviation should not be a close run thing.

Narrative: ON LNDG ON RWY 31 WE WERE INSTRUCTED TO TURN R NEXT TXWY AND CONTACT GND. NEXT TXWY WAS EE. ON TURN OFF, MY F/O SWITCHED TO GND AND CALLED THEN THREW HIS HANDS UP. I LOOKED AND IMMEDIATELY TO MY L WAS A SINGLE ENG SMA Y TAXIING W ON E TXWY. HE WAS NOT GOING TO STOP AND WE HAD TO APPLY HVY BRAKING TO AVOID STRIKING HIM. ALL ACFT AT PIA EXIT AND TURN ONTO TXWY UNLESS INSTRUCTED TO DO OTHERWISE. THE CTLR SAID HE DID NOT SEE THE OTHER ACFT, YET GND CALLED HIM TO US JUST AS WE STOPPED. THE SYS FAILED BECAUSE OF THE OTHER ACFT NOT PREPARING TO STOP, WE NOT BEING NOTIFIED HE WAS THERE, THE NONENFORCEMENT OF NOT ENTERING TXWYS W/O PRIOR CLRNC. WE COULD FIND NO INSTRUCTIONS IN THE AIM OTHER THAN CLRNC IS REQUIRED FOR GND MOVEMENT. THIS ONE WAS CLOSE, IF ANYONE IN MY ACFT OR THE GND CTLR HAD BLINKED, THE SMA Y DRIVER WOULD BE DEAD. I HAVE ASKED OTHER PLTS WHAT THEY WOULD DO AND TO A MAN THEY WOULD HAVE ENTERED THE TXWY IN THE ABSENCE OF A HOLD SHORT INSTRUCTION. WE NEED TO STANDARDIZE THE RULES FROM ARPT TO ARPT AND ATC HAS GOT TO START ENFORCING RULES OF TRAVEL TO ALL PLTS AND NOT LETTING THINGS GO. THE CTLR TOLD ME HE'S VERY RELUCTANT TO 'GET ON' PLTS FOR NOT CALLING PRIOR TO TAXI OR AFTER CLRING THE RWY GOING TO THE GATE. THIS RULE SHOULD APPLY TO ALL OF US. BEING A COP IS NEVER FUN, BUT THAT IS WHAT THEY ARE PAID FOR. AVIATION SHOULD NOT BE A CLOSE RUN THING.
