Narrative:

Rvs tower, 2 runways in use, runway 18L and runway 18R. Local control east works runway 18L and local control west works runway 18R. Small aircraft X doing touch and go's on runway 18L, left traffic, talking to local control east. Requested full stop. Local control east told small aircraft X cleared to land on runway 18R. When local control east noticed that 2 aircraft were on final for wry 18R, local control east asked local control west if he was talking to both aircraft. Local control west said, 'negative.' local control east asked small aircraft X if he was set up for runway 18R. Pilot said, 'affirmative.' local control east then told small aircraft X to 'go around.' small aircraft X said that he was off the runway. Again local control east told small aircraft X to 'go around.' pilot again said that he was off the runway. When the second small aircraft Y crossed the landing threshold, small aircraft X was clear of runway 18R. Local control east gave small aircraft X ground frequency and told the pilot that he was cleared for wry 18L. The pilot said he thought he was cleared for runway 18R and repeated it back. No evasive action was necessary. Local control east had been on position for 4 mins before operational deviation and 14 mins before he had worked local control west position for about 1 hour. Local control east probably was still used to saying, 'runway 1-8 right,' and local control east repeated what he was used to saying.

REQUESTED FULL STOP. LCL CTL E TOLD SMA X CLRED TO LAND ON RWY 18R. WHEN LCL CTL E NOTICED THAT 2 ACFT WERE ON FINAL FOR WRY 18R, LCL CTL E ASKED LCL CTL W IF HE WAS TALKING TO BOTH ACFT. AGAIN LCL CTL E TOLD SMA X TO 'GO AROUND.' PLT AGAIN SAID THAT HE WAS OFF THE RWY. WHEN THE SECOND SMA Y CROSSED THE LNDG THRESHOLD, SMA X WAS CLR OF RWY 18R. LCL CTL E GAVE SMA X GND FREQ AND TOLD THE PLT THAT HE WAS CLRED FOR WRY 18L. THE PLT SAID HE THOUGHT HE WAS CLRED FOR RWY 18R AND REPEATED IT BACK. NO EVASIVE ACTION WAS NECESSARY.
