Narrative:

My company has recently started a program in which select catering personnel work alongside F/a's on revenue flts to become better acquainted with food service duties. These catering personnel are not qualified cabin crew members, nor have they been given any emergency training prior to working aboard our aircraft. Shortly before departure while completing my cockpit preflight duties the 5 F/a's arrived at the aircraft along with 2 catering personnel dressed as F/a's who idented and introduced themselves to me. When the captain arrived I mentioned the 2 catering personnel to him and he went back and introduced himself. All was normal until about 1 hour into the flight when the ff/a called and asked if the 2 catering personnel could come up to the flight deck. The captain invited each up individually. Here I pointed out to the captain that these individuals were not crew members but catering, and not allowed in the cockpit during flight. The captain's response was that they were put on as crew members, so he felt it was ok. It was against company procedures and far's. The captain again said he saw them listed as crew members, and at this point I left the situation go. After the completion of the flight I pulled up the crew member list and no catering personnel were on it. Along with what I believe is the captain's lax attitude to company operations and far's re: admittance to the flight deck, we received no notification from the company on our flight papers or via immediate attention bulletins. Under these circumstances, I would have been more restrictive to whom I allowed up to the flight deck.

AFTER THE COMPLETION OF THE FLT I PULLED UP THE CREW MEMBER LIST AND NO CATERING PERSONNEL WERE ON IT. ALONG WITH WHAT I BELIEVE IS THE CAPT'S LAX ATTITUDE TO COMPANY OPS AND FAR'S RE: ADMITTANCE TO THE FLT DECK, WE RECEIVED NO NOTIFICATION FROM THE COMPANY ON OUR FLT PAPERS OR VIA IMMEDIATE ATTN BULLETINS. UNDER THESE CIRCUMSTANCES, I WOULD HAVE BEEN MORE RESTRICTIVE TO WHOM I ALLOWED UP TO THE FLT DECK.
