Narrative:

Prior to leaving las vegas I called WX-brief for flight information for a x-country from las vegas to lexington, ky. While talking to the briefer there were no flight precautions or NOTAMS for the en route flight. A flight plan was filed and activated. At xx:00 zulu. Upon arriving to my final destination (lex, ky, time plus 13:00 zulu). I made my normal approach for an uncontrolled airport. Lexington is an uncontrolled airport between the hours of 12:00 midnight till 6:00 am. I had approximately 45 min of fuel reserve at this time. When I tried to activate the runway lighting, the only response was the lights on the approach end of runway 4 and the VASI on 22. I retried 3 more times still without a response. I have been flying in and out of lexington for over a yr, and am completely familiar with the airport. At this time I was still unsure of the cause of the problem with the lights. I then switched to the ATIS channel and found that they had closed the airport for work on runway 4. I had no one to speak with about an emergency situation and had to make a decision. My choices were to land on runway 22 in the dark, take a chance on running out of fuel trying to reach the closest alternate airport about 20 min away. My choice was to announce my intentions and land on runway 22. The landing was made with no problems or injuries. After landing, the airport security promptly harassed me for the choice I felt I had to make. They asked me if I knew that the airport was closed prior to getting there. My answer was 'if I did, I would have landed in frankfort and had my wife pick me up.' in conclusion, I feel that this incident would not have happened if flight service had made me aware of the closing of the airport. Possibly the airport management did not inform flight service of the closing until later in the day. Who knows.

I HAD APPROX 45 MIN OF FUEL RESERVE AT THIS TIME. WHEN I TRIED TO ACTIVATE THE RWY LIGHTING, THE ONLY RESPONSE WAS THE LIGHTS ON THE APCH END OF RWY 4 AND THE VASI ON 22. I RETRIED 3 MORE TIMES STILL WITHOUT A RESPONSE. I HAVE BEEN FLYING IN AND OUT OF LEXINGTON FOR OVER A YR, AND AM COMPLETELY FAMILIAR WITH THE ARPT. AT THIS TIME I WAS STILL UNSURE OF THE CAUSE OF THE PROB WITH THE LIGHTS. I THEN SWITCHED TO THE ATIS CHANNEL AND FOUND THAT THEY HAD CLOSED THE ARPT FOR WORK ON RWY 4. I HAD NO ONE TO SPEAK WITH ABOUT AN EMER SITUATION AND HAD TO MAKE A DECISION. MY CHOICES WERE TO LAND ON RWY 22 IN THE DARK, TAKE A CHANCE ON RUNNING OUT OF FUEL TRYING TO REACH THE CLOSEST ALTERNATE ARPT ABOUT 20 MIN AWAY. MY CHOICE WAS TO ANNOUNCE MY INTENTIONS AND LAND ON RWY 22. THE LNDG WAS MADE WITH NO PROBS OR INJURIES. AFTER LNDG, THE ARPT SECURITY PROMPTLY HARASSED ME FOR THE CHOICE I FELT I HAD TO MAKE. THEY ASKED ME IF I KNEW THAT THE ARPT WAS CLOSED PRIOR TO GETTING THERE. MY ANSWER WAS 'IF I DID, I WOULD HAVE LANDED IN FRANKFORT AND HAD MY WIFE PICK ME UP.' IN CONCLUSION, I FEEL THAT THIS INCIDENT WOULD NOT HAVE HAPPENED IF FLT SVC HAD MADE ME AWARE OF THE CLOSING OF THE ARPT. POSSIBLY THE ARPT MGMNT DID NOT INFORM FLT SVC OF THE CLOSING UNTIL LATER IN THE DAY. WHO KNOWS.
