Narrative:

Filed IFR. Received clearance from midcontinent clearance delivery via radio. Cleared with contact for release with ict departure. Upon reaching end of runway could not raise departure. After several tries, decide to depart VFR, reset transponder to 1200. It was cavu. Upon reaching 3000' MSL, contacted ict departure and picked up activated clearance. Got a reprimand from departure controller who said I could not go west/O a release, said I should have returned to clearance delivery when unable to reach departure. Was departing uncontrolled airport not in arsa or air traffic area.

GOT A REPRIMAND FROM DEP CTLR WHO SAID I COULD NOT GO W/O A RELEASE, SAID I SHOULD HAVE RETURNED TO CLRNC DELIVERY WHEN UNABLE TO REACH DEP. WAS DEPARTING UNCTLED ARPT NOT IN ARSA OR ATA.
