Class 2 checks completed before departure to include HF radio checks. Experienced dual HF radio failure prior to etops airspace entry. Could not transmit on either HF radio. Reception intermittent. Consulted QRH; flight manual; [maintenance control]; dispatch; ATC. Contacted ZZZ radio via VHF to attempt SELCAL; no joy. In consultation with dispatch decided to return ZZZ. Held to burn fuel. Burned down to 2000 lbs above landing weight. Landed overweight; made write up on landing. Mechanic at gate said many issues detected with HF radio system.
