Narrative:
Atx X took evasive action from aircraft Y. The ASR-9 at pasco (tricities approach) has intermittent and erratic primary radar. I saw no primary correlated target at the acfts position. The aircraft Y had no lights on and I feel this also was a cause. The region is cognizant of the problem and is currently working on it trying to get it to correct specifications. Callback conversation with reporter revealed the following information. Reporter experience, 2 yrs radar, 8 yrs military. Miss distance 200' vertical, 0 horizontal. Atx X took evasive action. Situation; ASR-9 poor primary target coverage. Notamed for beacon only sep. FAA is replacing the ASR-9 with an ASR-8 in 30 days.

Narrative: ATX X TOOK EVASIVE ACTION FROM ACFT Y. THE ASR-9 AT PASCO (TRICITIES APCH) HAS INTERMITTENT AND ERRATIC PRIMARY RADAR. I SAW NO PRIMARY CORRELATED TARGET AT THE ACFTS POS. THE ACFT Y HAD NO LIGHTS ON AND I FEEL THIS ALSO WAS A CAUSE. THE REGION IS COGNIZANT OF THE PROB AND IS CURRENTLY WORKING ON IT TRYING TO GET IT TO CORRECT SPECS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR EXPERIENCE, 2 YRS RADAR, 8 YRS MIL. MISS DISTANCE 200' VERT, 0 HORIZ. ATX X TOOK EVASIVE ACTION. SITUATION; ASR-9 POOR PRIMARY TARGET COVERAGE. NOTAMED FOR BEACON ONLY SEP. FAA IS REPLACING THE ASR-9 WITH AN ASR-8 IN 30 DAYS.
