Narrative:

I made a normal takeoff on runway 11. After climbing to a safe altitude, I made a 45 degree departure from the pattern. I later learned that my departure had me over the home of a chronic complainer of airport noise. The neighbor had made such a fuss over my departure that the airport was forced to file a complaint against me. The airport is facing possible closure due to complaints. I feel this is a very sad situation. The airport has no posted noise abatement procedure, but is willing to pursue pilots operating under normal procedures based on pressure from neighbors. A posted departure procedure is certainly in order.
