Narrative:

Aircraft was parked in spot 1 at jfk. The aircraft was facing southeast. The surface winds were reported at oh:31 EST at 290 degree at 32 KTS. Peak winds were obtained from tower. The aircraft was shutdown. The nosewheel was chocked as per standard procedures and both propeller restraints were in place. The emergency parking brake was set 'on'. During boarding of flight, I was in the capts seat and first officer was entering the flight deck returning from her walk-around. I was double checking to make sure the 'seatbelt' and 'no smoking' signs were on when she yelled 'the plane is moving.' I immediately depressed the brake pedals, but the aircraft continued to fishtail from left to right. The plane came to an abrupt stop. The left elevator and stabilizer struck the passenger van, which was parked next to the left rear of the aircraft. The elevator pierced the top of the bus, there were four passengers on board the aircraft standing in the aisle from row 8 back. F/a notified me that everyone was alright. The passengers were offloaded and F/a escorted them to the terminal and made sure that correct incident reports were submitted. There was no reported injuries and all the passengers were rebooked on a later flight to dca. The aircraft next to us on spot 2 had also moved due to the winds as explained to me by jfk ramp personnel. The aircraft was secured and I called pou dispatch and maintenance. Supplemental information from acn 167539. I had 4 passengers about to situation down when the first officer said the plane was moving the rest of the passengers outside were running away from the plane. I evacuated the passengers like an emergency and lead them away from the plane. I made sure everyone was ok, there was no injuries. I informed to the agents outside that we needed statements from each passenger and called to see of anything else was to be done. The accident only lasted 5 seconds or more.

Title: PARKED COMMUTER ACFT BLOWN INTO PASSENGER BUS.

Narrative: ACFT WAS PARKED IN SPOT 1 AT JFK. THE ACFT WAS FACING SE. THE SURFACE WINDS WERE RPTED AT OH:31 EST AT 290 DEG AT 32 KTS. PEAK WINDS WERE OBTAINED FROM TWR. THE ACFT WAS SHUTDOWN. THE NOSEWHEEL WAS CHOCKED AS PER STANDARD PROCS AND BOTH PROP RESTRAINTS WERE IN PLACE. THE EMER PARKING BRAKE WAS SET 'ON'. DURING BOARDING OF FLT, I WAS IN THE CAPTS SEAT AND F/O WAS ENTERING THE FLT DECK RETURNING FROM HER WALK-AROUND. I WAS DOUBLE CHKING TO MAKE SURE THE 'SEATBELT' AND 'NO SMOKING' SIGNS WERE ON WHEN SHE YELLED 'THE PLANE IS MOVING.' I IMMEDIATELY DEPRESSED THE BRAKE PEDALS, BUT THE ACFT CONTINUED TO FISHTAIL FROM L TO R. THE PLANE CAME TO AN ABRUPT STOP. THE L ELEVATOR AND STABILIZER STRUCK THE PAX VAN, WHICH WAS PARKED NEXT TO THE L REAR OF THE ACFT. THE ELEVATOR PIERCED THE TOP OF THE BUS, THERE WERE FOUR PAXS ON BOARD THE ACFT STANDING IN THE AISLE FROM ROW 8 BACK. F/A NOTIFIED ME THAT EVERYONE WAS ALRIGHT. THE PAXS WERE OFFLOADED AND F/A ESCORTED THEM TO THE TERMINAL AND MADE SURE THAT CORRECT INCIDENT RPTS WERE SUBMITTED. THERE WAS NO RPTED INJURIES AND ALL THE PAXS WERE REBOOKED ON A LATER FLT TO DCA. THE ACFT NEXT TO US ON SPOT 2 HAD ALSO MOVED DUE TO THE WINDS AS EXPLAINED TO ME BY JFK RAMP PERSONNEL. THE ACFT WAS SECURED AND I CALLED POU DISPATCH AND MAINT. SUPPLEMENTAL INFO FROM ACN 167539. I HAD 4 PAXS ABOUT TO SIT DOWN WHEN THE F/O SAID THE PLANE WAS MOVING THE REST OF THE PAXS OUTSIDE WERE RUNNING AWAY FROM THE PLANE. I EVACUATED THE PAXS LIKE AN EMER AND LEAD THEM AWAY FROM THE PLANE. I MADE SURE EVERYONE WAS OK, THERE WAS NO INJURIES. I INFORMED TO THE AGENTS OUTSIDE THAT WE NEEDED STATEMENTS FROM EACH PAX AND CALLED TO SEE OF ANYTHING ELSE WAS TO BE DONE. THE ACCIDENT ONLY LASTED 5 SECS OR MORE.
