Narrative:

Newly revised procedure has been mandated and effective today, 11/90, dfw approach had a problem with oru aircraft climbing to 2500' (VFR) or 3000' (IFR) departures heading 160-190 when on a runway 13 flow. This was apparently due to their running of opp direction traffic to runway 31R when all of the metroplex is on a south flow. As 'step-children we lose out to the 'biggest and best'. (After 10 plus yrs) it was determined to be unsafe below the MVA due to downtown buildings (obstructions), just a few months ago during an FAA evaluation when our procedure was to turn right to 160 (IFR) and climb to 2000'. The procedure was revised and our initial altitudes were temporarily changed. Now comes this B.south.! Our newly (once again) revised procedure: southeast flow our departures (IFR) shall be turned right to 190 and climb to 2000'. This may appear fine, however, ... Our daily radar procedure is to clear VFR overflt aircraft to/from addison and, red bird airports over our north/south runway (18/36), H180 or H360, at 2000'. The departure aircraft are not turning to 190 and climbing to 2000'. Many faster aircraft are usually at 2000' by the time they are at a point just south of the airport, the point of probable conflict. Today, I had 3 sep occasions during one session, when problems arose. It was too close to be very 'comfortable'. The southbound overflt could not see the departure and the departing aircraft was unable to see the southbound overflt due to the positioning during the turn to 190. I observed numerous (other) conflicts during this 8 hour duty period. Somebody is going to bite this one! With hundreds of overflts, I don't believe this one will smooth out as time goes on.

I OBSERVED NUMEROUS (OTHER) CONFLICTS DURING THIS 8 HR DUTY PERIOD. SOMEBODY IS GOING TO BITE THIS ONE! WITH HUNDREDS OF OVERFLTS, I DON'T BELIEVE THIS ONE WILL SMOOTH OUT AS TIME GOES ON.
