Narrative:
This is a diesel powered air compressor booked on aircraft X and then to ZZZ1 on a truck. As per the letter attached to the freight; it was drained of fuel and oil; but when you open the fuel cap and inspect; there is a great deal of residual diesel still in the unit. In my opinion; this should have been tendered as class 9; UN3530; engine; internal combustion.
