Narrative:

This flight was a military airlift going to athens, greece. On takeoff out of fra we were cleared to fl 190. This was prior to reaching 7000'. As we were climbing I stated the radio was very quite. When we started to level at FL190, the captain picked up the microphone. At that time the radio was very busy. We reported at FL190. The controller came back in a surprised voice, 'where have you been? What frequency are you on?' they said we were cleared to 'flight level 090.' we heard '190' and set the altitude in the altitude window and climbed to 19000'. There were 2 problems: 1) the language and the phrase of flight level. 2) we had a bad radio or microphone. When the microphone was moved, the radio seemed to work fine. I suspect when we reported cleared to FL190. They attempted to call and correct our altitude clearance, but we did not receive the call back from departure. Corrective action: get the language universal as is the time, or the phrases, as in 'flight level.'

WHEN WE STARTED TO LEVEL AT FL190, THE CAPT PICKED UP THE MIC. AT THAT TIME THE RADIO WAS VERY BUSY. WE RPTED AT FL190. THE CTLR CAME BACK IN A SURPRISED VOICE, 'WHERE HAVE YOU BEEN? WHAT FREQ ARE YOU ON?' THEY SAID WE WERE CLRED TO 'FLT LEVEL 090.' WE HEARD '190' AND SET THE ALT IN THE ALT WINDOW AND CLBED TO 19000'. THERE WERE 2 PROBS: 1) THE LANGUAGE AND THE PHRASE OF FLT LEVEL. 2) WE HAD A BAD RADIO OR MIC. WHEN THE MIC WAS MOVED, THE RADIO SEEMED TO WORK FINE. I SUSPECT WHEN WE RPTED CLRED TO FL190. THEY ATTEMPTED TO CALL AND CORRECT OUR ALT CLRNC, BUT WE DID NOT RECEIVE THE CALL BACK FROM DEP. CORRECTIVE ACTION: GET THE LANGUAGE UNIVERSAL AS IS THE TIME, OR THE PHRASES, AS IN 'FLT LEVEL.'
