Narrative:

Upon routine inspection by FSDO maintenance inspectors, several flight school aircraft overflew 100 hour inspection requirements from less than 1 to 9 hours over required times. Flight instruction for hire was terminated at the expiration of 100 hour inspection; however, aircraft were allowed to be rented until 100 hour inspections could be performed. Because ad compliance had been coordinated with the 100 hour inspections of these aircraft, it was determined that several recurring ad's were not in compliance due to the overfly of the 100 hour period between ad compliance requirements. We feel that we are operating within the confines of the far's by not giving instruction for hire if an aircraft 100 hour inspection has expired, and may continue to rent these aircraft until the maintenance can be performed. To prevent an overfly of ad compliance from occurring again, we will comply with all recurring ads every 50 hour inspection, or as required by the text of the ad. We hope that this will always give us a 50 hour cushion on ad compliance if the 100 hour inspections expire. No accidents or incidents have occurred as a result of this finding. A separate ad record for each aircraft sill be maintained and checked for compliance each 50 hours of aircraft operation, and other compliance requirements will be met as per ad text.

Title: INSPECTION OF MAINTENANCE RECORDS OF FBO REVEALED SOME OVERRUNS ON 100 INSPECTIONS.

Narrative: UPON ROUTINE INSPECTION BY FSDO MAINT INSPECTORS, SEVERAL FLT SCHOOL ACFT OVERFLEW 100 HR INSPECTION REQUIREMENTS FROM LESS THAN 1 TO 9 HRS OVER REQUIRED TIMES. FLT INSTRUCTION FOR HIRE WAS TERMINATED AT THE EXPIRATION OF 100 HR INSPECTION; HOWEVER, ACFT WERE ALLOWED TO BE RENTED UNTIL 100 HR INSPECTIONS COULD BE PERFORMED. BECAUSE AD COMPLIANCE HAD BEEN COORDINATED WITH THE 100 HR INSPECTIONS OF THESE ACFT, IT WAS DETERMINED THAT SEVERAL RECURRING AD'S WERE NOT IN COMPLIANCE DUE TO THE OVERFLY OF THE 100 HR PERIOD BTWN AD COMPLIANCE REQUIREMENTS. WE FEEL THAT WE ARE OPERATING WITHIN THE CONFINES OF THE FAR'S BY NOT GIVING INSTRUCTION FOR HIRE IF AN ACFT 100 HR INSPECTION HAS EXPIRED, AND MAY CONTINUE TO RENT THESE ACFT UNTIL THE MAINT CAN BE PERFORMED. TO PREVENT AN OVERFLY OF AD COMPLIANCE FROM OCCURRING AGAIN, WE WILL COMPLY WITH ALL RECURRING ADS EVERY 50 HR INSPECTION, OR AS REQUIRED BY THE TEXT OF THE AD. WE HOPE THAT THIS WILL ALWAYS GIVE US A 50 HR CUSHION ON AD COMPLIANCE IF THE 100 HR INSPECTIONS EXPIRE. NO ACCIDENTS OR INCIDENTS HAVE OCCURRED AS A RESULT OF THIS FINDING. A SEPARATE AD RECORD FOR EACH ACFT SILL BE MAINTAINED AND CHKED FOR COMPLIANCE EACH 50 HRS OF ACFT OPERATION, AND OTHER COMPLIANCE REQUIREMENTS WILL BE MET AS PER AD TEXT.
