Narrative:

Aircraft arrived with notice of an inoperative rear [cargo] pit system. We were aware of the inoperative system; but not of the condition. There were 2 straps completely off and laying in the pit. The velcro was completely torn up and the styrofoam pieces are all over the mat that is left. The broken carpet is halfway through the pit and the pit was fully loaded with 90 inbound bags all the way to the bulkhead. There is no power stow; so 3 people have to download a broken pit. It is completely unsafe and very dangerous. I informed my lead and he came up to help us and when we were finished; I informed my supervisor. I am concerned that someone will get very hurt working a flight in this manner.
