Narrative:

I read through the paperwork as to what needs to be done. Talked to the managers for what the weather conditions were like and was told it was fine. Went up to the flight deck to familiarizer myself with the layout. My right seat person was appointed a ground person. Had some problems with the APU starting and was going to call off the engine runs for weather conditions. After ground had talked to the director of maintenance he was told to run the engines. Ground radioed up to me to run the engines after hooking up the [air] unit got #2 engine started cleared the area and started #1. Let engines idle for required amount of time. Started to do vibration check. Pushed up power; was almost to full power; airplane then spun around. I pulled power back to idle. Tried to steer to slow the spin and hit another aircraft. Shut engines down. What I believe caused the problem was I didn't pull the vibe check paperwork out of the pile so I wouldn't do them and I didn't stand by my decisions to not run the engines for the weather.
