Narrative:

I had departed santa teresa airport in NM for carlsbad, NM. Crossed cielo dorado estates airport. Swung around north end up the el paso mountains and was proceeding eastbound. Just past the newman VOR, an airliner appeared in my 10 O'clock at about 1 mi and very slightly higher than me. The airliner was descending on a course straight at my aircraft. The airliner at about 2000-3000' distances made a shallow right turn and passed me at my altitude in the 9 O'clock position. It was not close by busy small airport standards, but close for airliner traffic. I was not on departure control, but was squawking 1200 with mode C. I confirmed it was working. My omitting radar coverage probably was a factor in the closeness of the 2 aircraft. I was flying with a WAC chart which did not have the radar ATC frequencys. Indirectly the WAC has the radar frequencys by using ATIS in the arsa areas. It is recommended that the FAA safety seminars and GA press point out that by listening to ATIS on x-country will provide current ATC radar frequencys. This has never happened to me not to have a sectional (current) but only a current WAC of that area. ATIS is a valuable information source for x-country, too!

JUST PAST THE NEWMAN VOR, AN AIRLINER APPEARED IN MY 10 O'CLOCK AT ABOUT 1 MI AND VERY SLIGHTLY HIGHER THAN ME. THE AIRLINER WAS DSNDING ON A COURSE STRAIGHT AT MY ACFT. THE AIRLINER AT ABOUT 2000-3000' DISTANCES MADE A SHALLOW RIGHT TURN AND PASSED ME AT MY ALT IN THE 9 O'CLOCK POS. IT WAS NOT CLOSE BY BUSY SMALL ARPT STANDARDS, BUT CLOSE FOR AIRLINER TFC. I WAS NOT ON DEP CTL, BUT WAS SQUAWKING 1200 WITH MODE C. I CONFIRMED IT WAS WORKING. MY OMITTING RADAR COVERAGE PROBABLY WAS A FACTOR IN THE CLOSENESS OF THE 2 ACFT.
