Narrative:

Hot air balloon drifting toward 340 degrees at 5-6 KTS. Passenger liner heading 290 degrees came directly across top of balloon. Felt no turbulence. Passenger liner continued to drop altitude while holding heading. By the time the liner was on final (5 mi north of runway), it was below my aircraft (1150' MSL). See attached copy of sectional with explanation.

Title: CLOSE PROX ACR MLG HOT AIR BALLOON. BALLOON WAS DRIFTING ACROSS THE APCH PATH TO TUL BELOW THE ARSA.

Narrative: HOT AIR BALLOON DRIFTING TOWARD 340 DEGS AT 5-6 KTS. PAX LINER HDG 290 DEGS CAME DIRECTLY ACROSS TOP OF BALLOON. FELT NO TURB. PAX LINER CONTINUED TO DROP ALT WHILE HOLDING HDG. BY THE TIME THE LINER WAS ON FINAL (5 MI N OF RWY), IT WAS BELOW MY ACFT (1150' MSL). SEE ATTACHED COPY OF SECTIONAL WITH EXPLANATION.
