Narrative:

35 NM ZLA we were cleared to 14000' and to maintain 330 KTS, intercept smo 281 degree right direct sadde intersection. Then cleared to descend to 10000' sadde 4 arrival. Reaching 10000' we then began to reduce speed to 250 KTS to cross sadde intersection at 250 KTS as directed on STAR. The controller asked our speed in KTS. He was advised of 250 and then he said we were assigned 330 KTS. I told him he cleared our flight for the sadde 4 STAR arrival and he agreed. I told him that the STAR has a speed restriction of 250 KTS at sadde intersection. He said, 'that speed is not a hard speed.' we were then turned over to lax approach, cleared to 8000' heading 070 degrees after smo VOR vectors runway 25R. I asked the approach controller his interpretation of the speed restriction at sadde intersection. He said 250 KTS! We both agreed on this. He then said that the previous center controller said we had asked for 330 KTS over sadde. We proceeded west/O further event and landed at lax.

I TOLD HIM THAT THE STAR HAS A SPD RESTRICTION OF 250 KTS AT SADDE INTXN. HE SAID, 'THAT SPD IS NOT A HARD SPD.' WE WERE THEN TURNED OVER TO LAX APCH, CLRED TO 8000' HDG 070 DEGS AFTER SMO VOR VECTORS RWY 25R. I ASKED THE APCH CTLR HIS INTERP OF THE SPD RESTRICTION AT SADDE INTXN. HE SAID 250 KTS! WE BOTH AGREED ON THIS. HE THEN SAID THAT THE PREVIOUS CENTER CTLR SAID WE HAD ASKED FOR 330 KTS OVER SADDE. WE PROCEEDED W/O FURTHER EVENT AND LANDED AT LAX.
