Narrative:

Ncxx landed on runway 17 and rolled through the intersection of runway 5. ZBW gave me my IFR clearance to isp with a southbound departure. There was local traffic--an small aircraft Q taking off on runway 35. I positioned my aircraft westbound to face the active runway and waited for the small aircraft Q to depart. When waiting, I monitored unicom 122.8. Aircraft ncxx made several transmission in regards to finding a rental car. After the small aircraft Q departed I made a standard call that I was back-taxiing on runway 17. Unicom operator advised me of possible local traffic using runway 35. There was another biplane that had taxied southbound and was holding on the # of 35 waiting my departure. I now made a second call I was departing runway 17. Just prior to rotation, approximately 300' ground roll, aircraft ncxx pulled back out on the to the left-hand side for the runway midfield, and proceeded southbound. I continued my climb and adjusted my flight path accordingly. I crossed his position at approximately 300' AGL. Operations form an uncontrolled field require a constant monitoring of arriving and departing aircraft. When you add the mixture of VFR and IFR aircraft together, the vigilance needed is greater still. The failure of ncxx to closely monitor unicom frequency, and his preoccupation in resolving his ground transportation needs, prevented him from avoiding a possible conflict with departing aircraft.

Title: ATX SMT TAXIED ONTO THE ACTIVE RWY BEFORE THE REPORTER HAD PASSED OVERHEAD FOLLOWING HIS TKOF.

Narrative: NCXX LANDED ON RWY 17 AND ROLLED THROUGH THE INTXN OF RWY 5. ZBW GAVE ME MY IFR CLRNC TO ISP WITH A SBND DEP. THERE WAS LCL TFC--AN SMA Q TAKING OFF ON RWY 35. I POSITIONED MY ACFT WBND TO FACE THE ACTIVE RWY AND WAITED FOR THE SMA Q TO DEPART. WHEN WAITING, I MONITORED UNICOM 122.8. ACFT NCXX MADE SEVERAL XMISSION IN REGARDS TO FINDING A RENTAL CAR. AFTER THE SMA Q DEPARTED I MADE A STANDARD CALL THAT I WAS BACK-TAXIING ON RWY 17. UNICOM OPERATOR ADVISED ME OF POSSIBLE LCL TFC USING RWY 35. THERE WAS ANOTHER BIPLANE THAT HAD TAXIED SBND AND WAS HOLDING ON THE # OF 35 WAITING MY DEP. I NOW MADE A SECOND CALL I WAS DEPARTING RWY 17. JUST PRIOR TO ROTATION, APPROX 300' GND ROLL, ACFT NCXX PULLED BACK OUT ON THE TO THE LEFT-HAND SIDE FOR THE RWY MIDFIELD, AND PROCEEDED SBND. I CONTINUED MY CLB AND ADJUSTED MY FLT PATH ACCORDINGLY. I CROSSED HIS POS AT APPROX 300' AGL. OPS FORM AN UNCONTROLLED FIELD REQUIRE A CONSTANT MONITORING OF ARRIVING AND DEPARTING ACFT. WHEN YOU ADD THE MIXTURE OF VFR AND IFR ACFT TOGETHER, THE VIGILANCE NEEDED IS GREATER STILL. THE FAILURE OF NCXX TO CLOSELY MONITOR UNICOM FREQ, AND HIS PREOCCUPATION IN RESOLVING HIS GND TRANSPORTATION NEEDS, PREVENTED HIM FROM AVOIDING A POSSIBLE CONFLICT WITH DEPARTING ACFT.
