Narrative:

In 10/90, I launched my hot air balloon from a field well clear of the albuquerque international balloon fiesta. I was aware that there was a restr airspace around the fiesta's launch field that extended out 2 mi. My launch site was well away from this airspace. During my flight the winds had changed direction and I was unable to avoid the restr airspace. In addition it was not possible to make my approach to landing in accordance with the unrealistic interpretation that the FAA has re: balloons and minimum altitudes. My approach, however, was safe and appropriate as seen fit by the ballooning community. Note: the FAA should really review the practicality of their interpretation.

Title: BALLOON UNAUTH PENETRATION OF AIRSPACE.

Narrative: IN 10/90, I LAUNCHED MY HOT AIR BALLOON FROM A FIELD WELL CLR OF THE ALBUQUERQUE INTL BALLOON FIESTA. I WAS AWARE THAT THERE WAS A RESTR AIRSPACE AROUND THE FIESTA'S LAUNCH FIELD THAT EXTENDED OUT 2 MI. MY LAUNCH SITE WAS WELL AWAY FROM THIS AIRSPACE. DURING MY FLT THE WINDS HAD CHANGED DIRECTION AND I WAS UNABLE TO AVOID THE RESTR AIRSPACE. IN ADDITION IT WAS NOT POSSIBLE TO MAKE MY APCH TO LNDG IN ACCORDANCE WITH THE UNREALISTIC INTERP THAT THE FAA HAS RE: BALLOONS AND MINIMUM ALTS. MY APCH, HOWEVER, WAS SAFE AND APPROPRIATE AS SEEN FIT BY THE BALLOONING COMMUNITY. NOTE: THE FAA SHOULD REALLY REVIEW THE PRACTICALITY OF THEIR INTERP.
