Narrative:

I was cleared by the tower to depart runway 23 and turn right on course. After departing, I turned right on course to 6d6 and contacted departure. Departure then told me to turn to a heading of 290 degree after asking me my heading. He was vectoring me around an medium large transport which was turning base for runway 17. I began my turn to 290 degree but because of wind conditions the turn, at first, was slow and difficult. The controller again asked for my previous heading and I told him 340 degree. He then proceeded to inform me that my turn was delayed too much. I realize that I was at fault in this incident because I delayed my turn and because I didn't recognize my wind limitations for safe flying. The incident was purely unintentional. I also know that although I was at least 1000 or more ft above the other aircraft and still 2 mi or more away, I need to recognize my wind limitations nd choose accordingly on all future flts.

Title: PLT RESPONDS TOO SLOWLY TO CLRNC TO TURN. SEPARATION DIMINISHED.

Narrative: I WAS CLRED BY THE TWR TO DEPART RWY 23 AND TURN R ON COURSE. AFTER DEPARTING, I TURNED R ON COURSE TO 6D6 AND CONTACTED DEP. DEP THEN TOLD ME TO TURN TO A HDG OF 290 DEG AFTER ASKING ME MY HDG. HE WAS VECTORING ME AROUND AN MLG WHICH WAS TURNING BASE FOR RWY 17. I BEGAN MY TURN TO 290 DEG BUT BECAUSE OF WIND CONDITIONS THE TURN, AT FIRST, WAS SLOW AND DIFFICULT. THE CTLR AGAIN ASKED FOR MY PREVIOUS HDG AND I TOLD HIM 340 DEG. HE THEN PROCEEDED TO INFORM ME THAT MY TURN WAS DELAYED TOO MUCH. I REALIZE THAT I WAS AT FAULT IN THIS INCIDENT BECAUSE I DELAYED MY TURN AND BECAUSE I DIDN'T RECOGNIZE MY WIND LIMITATIONS FOR SAFE FLYING. THE INCIDENT WAS PURELY UNINTENTIONAL. I ALSO KNOW THAT ALTHOUGH I WAS AT LEAST 1000 OR MORE FT ABOVE THE OTHER ACFT AND STILL 2 MI OR MORE AWAY, I NEED TO RECOGNIZE MY WIND LIMITATIONS ND CHOOSE ACCORDINGLY ON ALL FUTURE FLTS.
