Narrative:

I was the PIC of a small aircraft X. At approximately OA20 I contacted luke approach control floor supervisor by telephone and coordination our photo mission (law enforcement mission). The floor supervisor gave me a discrete frequency to contact luke approach control. At approximately ob:05 I contacted luke approach control and established two way radio communication. Luke approach control cleared me to preceed down camelback road at 3500' MSL. At approximately ob:14 an fgt Y was observed diving from right to left from above at approximately 500' distance. I applied full control movement full up elevator, full right rudder and full right aileron to avoid hitting the fgt Y. This put me in an attitude of approximately 110 degree bank and 100 degree nose up. I was in constant contact with luke approach control at the altitude assigned by luke approach control in radar contact.

LUKE APCH CTL CLRED ME TO PRECEED DOWN CAMELBACK ROAD AT 3500' MSL. AT APPROX OB:14 AN FGT Y WAS OBSERVED DIVING FROM R TO L FROM ABOVE AT APPROX 500' DISTANCE. I APPLIED FULL CTL MOVEMENT FULL UP ELEVATOR, FULL R RUDDER AND FULL R AILERON TO AVOID HITTING THE FGT Y. THIS PUT ME IN AN ATTITUDE OF APPROX 110 DEG BANK AND 100 DEG NOSE UP. I WAS IN CONSTANT CONTACT WITH LUKE APCH CTL AT THE ALT ASSIGNED BY LUKE APCH CTL IN RADAR CONTACT.
