Narrative:
Helicopter X on V72 southwest of alb was handed off to ZBW and frequency changed. No observed traffic in his route of flight (6000'). Below 6000' is a non radar procedure alert and is climbing. I look and see aircraft Y 6200' VFR mode 'O' in his face. Helicopter X said he had almost hit, 'really close.' the ZBW controller didn't see it until he was that close. The mode C was just turned on. I honestly saw nothing prior to frequency change.

Title: HELICOPTER X HAD NMAC WITH ACFT Y. SEE AND AVOID CONCEPT.
Narrative: HELI X ON V72 SW OF ALB WAS HANDED OFF TO ZBW AND FREQ CHANGED. NO OBSERVED TFC IN HIS RTE OF FLT (6000'). BELOW 6000' IS A NON RADAR PROC ALERT AND IS CLBING. I LOOK AND SEE ACFT Y 6200' VFR MODE 'O' IN HIS FACE. HELI X SAID HE HAD ALMOST HIT, 'REALLY CLOSE.' THE ZBW CTLR DIDN'T SEE IT UNTIL HE WAS THAT CLOSE. THE MODE C WAS JUST TURNED ON. I HONESTLY SAW NOTHING PRIOR TO FREQ CHANGE.
