Narrative:

Helicopter X on V72 southwest of alb was handed off to ZBW and frequency changed. No observed traffic in his route of flight (6000'). Below 6000' is a non radar procedure alert and is climbing. I look and see aircraft Y 6200' VFR mode 'O' in his face. Helicopter X said he had almost hit, 'really close.' the ZBW controller didn't see it until he was that close. The mode C was just turned on. I honestly saw nothing prior to frequency change.
