Narrative:

Approximately 60 mi from das VOR we were given clearance to cross das at 10000' at 250 KTS. We received further instructions to slow to 290 KTS for traffic. The captain was flying the aircraft. We were at FL280 when we began descent and he never slowed down. I repeated twice that ATC wanted 290 KTS. About 4000' into the descent the controller asked our speed. I replied '310 and slowing,' hinting to the captain again to slow. ZHU gave us a 20 degree vector to the right for traffic. We made the crossing restriction and center cleared us back to das VOR, then das 9 arrival. The captain made some remark about 'if we do that, we have to turn back 120 degrees' (which is what ATC wanted for traffic sep!), so he just took it upon himself to fly a heading to intercept the outbnd radial. I repeated that they wanted us over the VOR. He just flew the heading. Sure enough ZHU asked us where we were going, and the captain made a reply over the radio that we were flying a heading to intercept the outbnd radial because to go to the VOR we would have to backtrack. I knew that was what they wanted for sep, but could not make him see that. ZHU repeated that they wanted us to be over the VOR and proceeded to give us vectors on in. This captain blatantly ignored ATC instructions because he didn't like the instructions being given. I don't know whether center violated us or not. Nothing else was said from ATC re: the incident.

WE WERE AT FL280 WHEN WE BEGAN DSNT AND HE NEVER SLOWED DOWN. I REPEATED TWICE THAT ATC WANTED 290 KTS. ABOUT 4000' INTO THE DSNT THE CTLR ASKED OUR SPD. I REPLIED '310 AND SLOWING,' HINTING TO THE CAPT AGAIN TO SLOW. ZHU GAVE US A 20 DEG VECTOR TO THE RIGHT FOR TFC. WE MADE THE XING RESTRICTION AND CENTER CLRED US BACK TO DAS VOR, THEN DAS 9 ARR. THE CAPT MADE SOME REMARK ABOUT 'IF WE DO THAT, WE HAVE TO TURN BACK 120 DEGS' (WHICH IS WHAT ATC WANTED FOR TFC SEP!), SO HE JUST TOOK IT UPON HIMSELF TO FLY A HDG TO INTERCEPT THE OUTBND RADIAL. I REPEATED THAT THEY WANTED US OVER THE VOR. HE JUST FLEW THE HDG. SURE ENOUGH ZHU ASKED US WHERE WE WERE GOING, AND THE CAPT MADE A REPLY OVER THE RADIO THAT WE WERE FLYING A HDG TO INTERCEPT THE OUTBND RADIAL BECAUSE TO GO TO THE VOR WE WOULD HAVE TO BACKTRACK. I KNEW THAT WAS WHAT THEY WANTED FOR SEP, BUT COULD NOT MAKE HIM SEE THAT. ZHU REPEATED THAT THEY WANTED US TO BE OVER THE VOR AND PROCEEDED TO GIVE US VECTORS ON IN. THIS CAPT BLATANTLY IGNORED ATC INSTRUCTIONS BECAUSE HE DIDN'T LIKE THE INSTRUCTIONS BEING GIVEN. I DON'T KNOW WHETHER CENTER VIOLATED US OR NOT. NOTHING ELSE WAS SAID FROM ATC RE: THE INCIDENT.
