Narrative:

Our flight from berlin tegel airport, germany to ayt, turkey caused us to over burn fuel due to the following: required ATC lower flight levels of FL270, 250 and 230 than our flight plan of FL290 and FL330. Required higher mach speed (than lrc) by ATC. ATC rerouting, increasing our flight time. Higher than normal ATC delay at ayt under cav-ok conditions. We had a minimum fuel situation, but since the turkish ATC do not understand minimum fuel conditions as us ATC does, a declaration of an emergency was the only way to minimize our arrival delay. We blocked in with 3600# fuel. Above our normal operations. Top of descent was 4800#. Dal fuel was 5600 pounds. Ayt was cav-ok.

Narrative: OUR FLT FROM BERLIN TEGEL ARPT, GERMANY TO AYT, TURKEY CAUSED US TO OVER BURN FUEL DUE TO THE FOLLOWING: REQUIRED ATC LOWER FLT LEVELS OF FL270, 250 AND 230 THAN OUR FLT PLAN OF FL290 AND FL330. WE BLOCKED IN WITH 3600# FUEL. ABOVE OUR NORMAL OPS. TOP OF DSNT WAS 4800#. DAL FUEL WAS 5600 LBS. AYT WAS CAV-OK.
