Narrative:

En route to thunder bay the crew reviewed their computer WX the forecast showed no worse than 500 and 1. It currently was snowing. Upon reaching final center (minn) they advised the WX was 600' and 1/2 mi with thundershowers and snow. 5 mins later center advised the localizer just went out of service. We decided to hold at the NDB for the visibility to come up to 1 1/2 for the ncb approach. We had a half hour of holding fuel before we needed to go to the alternate. Throughout our 20 min hold approach kept advising us about current runway conditions. The final advisory at thunder bay was that a 140' wide strip of the runway was plowed as were txwys. Up to 2' drifts were outside the 140'. No braking action reports were available. The WX came up to 1400 overcast, and 1 1/2 mi visibility for the NDB approach. The runway was 6300' long. For far part 135 contaminated runways, our charts showed we needed 5300'. We were cleared for the NDB approach runway 7 at thunder bay ont. Winds were 030 degree with the wind at 18 gusting to 25 KTS. With no braking reports our SOP stated we were to assume the runway poor. Upon T/D at reference plus 5 KTS for wind we landed well before the thousand foot marker (had good visibility) started braking (have anti-skid but no thrust reverse). Decelerated to approximately 40 KTS but would not slow down. Half way down runway shut left engine down with anti-skid off and pneumatic down braking, began decelerating to approximately 25-30 KTS. 20' from end stopped 45 degree angle from centerline, had kicked a little left rudder. Still remained on runway and proceeded to taxi to parking. Tower had asked if we had gone off the end. We advised we had not but braking was nil.

DECELERATED TO APPROX 40 KTS BUT WOULD NOT SLOW DOWN. HALF WAY DOWN RWY SHUT L ENG DOWN WITH ANTI-SKID OFF AND PNEUMATIC DOWN BRAKING, BEGAN DECELERATING TO APPROX 25-30 KTS. 20' FROM END STOPPED 45 DEG ANGLE FROM CTRLINE, HAD KICKED A LITTLE L RUDDER. STILL REMAINED ON RWY AND PROCEEDED TO TAXI TO PARKING. TWR HAD ASKED IF WE HAD GONE OFF THE END. WE ADVISED WE HAD NOT BUT BRAKING WAS NIL.
