Narrative:

On final approach into ord the nose gear red warning light illuminated when the landing gear lever was lowered indicating that the nose gear was not down and locked. I executed a missed approach and advised ATC. A visibility fly-by reported by another airline crew advised us that the nose gear was only partially lowered. After consultation with company maintenance and advising dispatch, we exhausted all flight manual corrective procedures. We then declared an emergency with ATC, accomplished all required checklists and briefed the passenger and F/a's who accomplished the required emergency landing preparations. We then landed west/O incident.
