Narrative:

I was taking training on a new sector(south) that is being xferred to our area (B). I was working medium large transport climbing to FL240 up J225. The aircraft was climbing slow and had to be pointed out to ny TRACON because it wouldn't top their airspace. They (N90) approved the pointout climbing. Approximately 1 min later the conflict went off and I saw mdt head at 17000'. Medium large transport was out of 16600' climbing. I issued an immediate descent to 16000' and a 360 degree heading to medium large transport. Medium large transport said he was out of 17000' descending to 16000'. I said, 'if you are still climbing out of 17000', continue the climb to FL240 and expedite through FL180. I issued the traffic at 12 O'clock, 3 mi at 17000'. I wasn't working. Medium large transport said he was in sight and that it was pretty close! At this point in time I don't know why N90 drove their traffic into mine when they had already approved our pointout with any reference to any other traffic. I might add that traffic was heavy at the time and the current procedure of climbing departures out of phl head-on into the departures out of ewr/lga over white is dangerous.

AT THIS POINT IN TIME I DON'T KNOW WHY N90 DROVE THEIR TFC INTO MINE WHEN THEY HAD ALREADY APPROVED OUR POINTOUT WITH ANY REF TO ANY OTHER TFC. I MIGHT ADD THAT TFC WAS HEAVY AT THE TIME AND THE CURRENT PROC OF CLBING DEPS OUT OF PHL HEAD-ON INTO THE DEPS OUT OF EWR/LGA OVER WHITE IS DANGEROUS.
