Narrative:

Light transport jet flies ILS to circle VFR to runway 34. Procedures require him to cancel IFR. Small transport jet flies ILS to circle VFR to runway 34. Ceiling was estimated 1000' broken as both aircraft cancelled to circle. New WX came out and the control zone was IFR. We had 2 jets circling VFR that were in IFR conditions with no missed approach procedures. This procedure was instituted to protect for IFR sep for ord, after 20 yrs of not requiring aircraft to cancel IFR. This procedure was developed with no input from private pilots at pwk airport or by controllers checked out at fpl at pwk tower. Pwk serves corp jets and single engine aircraft and it is very dangerous when mixing both aircraft to the same runway. Callback conversation with reporter revealed the following: reporter stated that before a circling approach is issued to runway 34 approach control asks the pilot if he can cancel IFR when breaking out--if not possible holding may be required. The new procedure was implemented because too many aircraft penetrated ord airspace and conflicted with ord departures. Reporter believes pilot is intimidated by the possibility of holding. Also states that facility was not asked for their input or no formal training given. Information was put in facility binder, but no briefings given.

NEW WX CAME OUT AND THE CTL ZONE WAS IFR. WE HAD 2 JETS CIRCLING VFR THAT WERE IN IFR CONDITIONS WITH NO MISSED APCH PROCS. THE NEW PROC WAS IMPLEMENTED BECAUSE TOO MANY ACFT PENETRATED ORD AIRSPACE AND CONFLICTED WITH ORD DEPS. RPTR BELIEVES PLT IS INTIMIDATED BY THE POSSIBILITY OF HOLDING. ALSO STATES THAT FAC WAS NOT ASKED FOR THEIR INPUT OR NO FORMAL TRNING GIVEN. INFO WAS PUT IN FAC BINDER, BUT NO BRIEFINGS GIVEN.
