Narrative:

Flight was dispatched from paris cdg to bangor. At kanni, I refiled to iad after receiving a redispatch from my company dispatcher. Required fuel 17200#. Fuel on board 17700# (approximately). We were at 39000' and redispatch was at 39000'. Normally ZBW clears us to 31000' before sax, and to 28000' shortly after. I asked ZBW to pass down line that I would like to stay at 39000' as I would be at minimum fuel at iad. I meant if we were descended too early. However 2 times later I told ZBW we were not minimum fuel. Also told iad approach we did not request special handling.

Title: ACR WDB ASKS TO REMAIN AT FL390 TO AVOID A MINIMUM FUEL SITUATION AND THE CENTER INTERPRETS THE REQUEST AS A DECLARATION OF MINIMUM FUEL.

I ASKED ZBW TO PASS DOWN LINE THAT I WOULD LIKE TO STAY AT 39000' AS I WOULD BE AT MINIMUM FUEL AT IAD. I MEANT IF WE WERE DSNDED TOO EARLY. HOWEVER 2 TIMES LATER I TOLD ZBW WE WERE NOT MINIMUM FUEL. ALSO TOLD IAD APCH WE DID NOT REQUEST SPECIAL HANDLING.
