Narrative:

I was training an ATC developmental with all radar position combined and flight data position combined with the clearance delivery position. An IFR overflt at FL210 was handed off to us from ZDC southwest of orf on J121. An amendment to his routing was on the strip, which we are responsible for issuing, since the south side center sector would not have the change, but the north side center sector would have the new routing, but no indication of a change. The flight data specialist is responsible for circling the new routing in red and requesting a full route from the computer, if necessary. In this case it was necessary because only part of the new routing was on the strip. The fpl working clearance delivery/flight data did not do this. Thus the trnee did not think it needed to be issued. I did not see the strip until hours later when my attention was drawn to it for unrelated reasons. Thus the new clearance was not issued to the pilot, unbeknown to ZDC, and he entered ZDC's area on the old routing west/O coordination. I do not know if it was a problem for them. 4 people missed the routing change: the flight data person, the trnee, myself, and an fpl who relieved us, prior to the aircraft leaving our area. Sometimes we take point outs on these overflts (my trnee wanted to in this case, and I said no), and south side hands it off directly to the north side in the center. If this happens, no one up there would be aware of the route change to issue it, due to computer processing procedures. South side has the old route, north side has the new route, and no indications to each, there is a difference.

Title: TRACON RADAR DEVELOPMENTAL CTLR FORGOT TO CHANGE ROUTE WITH FLT CREW ON AN IFR OVERFLT. ACFT ENTERED ARTCC AIRSPACE ON ROUTE DIFFERENT THEN EXPECTED.

Narrative: I WAS TRNING AN ATC DEVELOPMENTAL WITH ALL RADAR POS COMBINED AND FLT DATA POS COMBINED WITH THE CLRNC DELIVERY POS. AN IFR OVERFLT AT FL210 WAS HANDED OFF TO US FROM ZDC SW OF ORF ON J121. AN AMENDMENT TO HIS RTING WAS ON THE STRIP, WHICH WE ARE RESPONSIBLE FOR ISSUING, SINCE THE S SIDE CENTER SECTOR WOULD NOT HAVE THE CHANGE, BUT THE N SIDE CENTER SECTOR WOULD HAVE THE NEW RTING, BUT NO INDICATION OF A CHANGE. THE FLT DATA SPECIALIST IS RESPONSIBLE FOR CIRCLING THE NEW RTING IN RED AND REQUESTING A FULL RTE FROM THE COMPUTER, IF NECESSARY. IN THIS CASE IT WAS NECESSARY BECAUSE ONLY PART OF THE NEW RTING WAS ON THE STRIP. THE FPL WORKING CLRNC DELIVERY/FLT DATA DID NOT DO THIS. THUS THE TRNEE DID NOT THINK IT NEEDED TO BE ISSUED. I DID NOT SEE THE STRIP UNTIL HRS LATER WHEN MY ATTN WAS DRAWN TO IT FOR UNRELATED REASONS. THUS THE NEW CLRNC WAS NOT ISSUED TO THE PLT, UNBEKNOWN TO ZDC, AND HE ENTERED ZDC'S AREA ON THE OLD RTING W/O COORD. I DO NOT KNOW IF IT WAS A PROB FOR THEM. 4 PEOPLE MISSED THE RTING CHANGE: THE FLT DATA PERSON, THE TRNEE, MYSELF, AND AN FPL WHO RELIEVED US, PRIOR TO THE ACFT LEAVING OUR AREA. SOMETIMES WE TAKE POINT OUTS ON THESE OVERFLTS (MY TRNEE WANTED TO IN THIS CASE, AND I SAID NO), AND S SIDE HANDS IT OFF DIRECTLY TO THE N SIDE IN THE CENTER. IF THIS HAPPENS, NO ONE UP THERE WOULD BE AWARE OF THE RTE CHANGE TO ISSUE IT, DUE TO COMPUTER PROCESSING PROCS. S SIDE HAS THE OLD RTE, N SIDE HAS THE NEW RTE, AND NO INDICATIONS TO EACH, THERE IS A DIFFERENCE.
