Narrative:

On climbout through roughly 13;000 feet; we felt multiple vibrations/shudders along with an accompanying hydraulic press on light. After discussing various possible causes - gear; flaps; speed brakes; etc.; the pilot monitoring could see that the speed brakes on the right side were partially deploying and retracting intermittently. After getting a weather update at ZZZ we requested to return. Approach and landing were uneventful. No emergency declared.
