Narrative:

Fgt was maintaining 23000' swbnd and heavy transport was westbound into lax descending to 24000'. As heavy transport was leaving 25000' fgt was observed leaving 23300' climbing west/O clearance to climb. I immediately turned heavy transport to an 180 degree heading for avoidance as it appeared otherwise the possibility of a midair was tremendous. Fgt was observed at 23600' then descended back to his assigned altitude.

Title: MIL PLT CLIMBED ABOVE HIS ASSIGNED ALT WHICH RESULTED IN LESS THAN STANDARD SEPARATION FROM ACR JET.

Narrative: FGT WAS MAINTAINING 23000' SWBND AND HVT WAS WBND INTO LAX DSNDING TO 24000'. AS HVT WAS LEAVING 25000' FGT WAS OBSERVED LEAVING 23300' CLBING W/O CLRNC TO CLB. I IMMEDIATELY TURNED HVT TO AN 180 DEG HDG FOR AVOIDANCE AS IT APPEARED OTHERWISE THE POSSIBILITY OF A MIDAIR WAS TREMENDOUS. FGT WAS OBSERVED AT 23600' THEN DSNDED BACK TO HIS ASSIGNED ALT.
