Narrative:

[The aircraft] was scheduled to have an ETOPS check done. Upon inspection; I noticed evidence of lightning strike damage. Also; the previous day; the aircraft had a static wick blown off. I wrote the item in the logbook regarding the lightning strike and the plane was removed from service and taken to the hangar. The mechanic at the hangar signed the item off without performing a lightning strike inspection. The plane is in revenue service as we speak. I notified tech services with an e-mail and photos.
