Narrative:
On short final to ikv with clear for visual when ATC came on back up radio. I was already on CTAF to land. ATC said I was too low and area was 4000 MEA. I was 2000 ft above the glide path for runway 18 preparing to land. Full flaps and at 9 pct power on steep descent to runway. ATC wanted me to write down a phone number. The issue of clearance needed to be resolved on the ground and I refused to write numbers during a landing. I went to the CTAF and landed. Then called ATC. They explained they did not clear me for the visual. I understood that I was cleared.
