Narrative:

I received ATC clearance from bikf to cyyr FL270 at mach .75, I informed ATC that full route at FL270 was not acceptable unless we could have FL430 not later than N63/W40. ATC advised that would not be a problem. Average forecasted winds at FL270 were to be 55 KTS but in fact were in excess of 100 KTS. At N63/W40 we requested FL430, numerous requests were made to no avail. At N61/W50 our fuel estimate to cyyr had diminished to 350 pounds on arrival. At this time, I instructed gander oceanic as to our current situation. They asked if I wished to declare an emergency. I answered affirmative and requested immediate climb to FL430. We were again delayed by gander oceanic while they assessed the traffic situation. After our climb to FL430 our estimate to porgy improved by nine mins and fuel reserve improved from 350 pounds to 1100 pounds at cyyr. On arriving at FL430 gander asked if we would need additional assistance and if we were still in an emergency state. I answered negative, the change to FL430 had resolved the problem.

AT N63/W40 WE REQUESTED FL430, NUMEROUS REQUESTS WERE MADE TO NO AVAIL. AT N61/W50 OUR FUEL ESTIMATE TO CYYR HAD DIMINISHED TO 350 LBS ON ARR. AT THIS TIME, I INSTRUCTED GANDER OCEANIC AS TO OUR CURRENT SITUATION. THEY ASKED IF I WISHED TO DECLARE AN EMER. I ANSWERED AFFIRMATIVE AND REQUESTED IMMEDIATE CLB TO FL430. WE WERE AGAIN DELAYED BY GANDER OCEANIC WHILE THEY ASSESSED THE TFC SITUATION. AFTER OUR CLB TO FL430 OUR ESTIMATE TO PORGY IMPROVED BY NINE MINS AND FUEL RESERVE IMPROVED FROM 350 LBS TO 1100 LBS AT CYYR. ON ARRIVING AT FL430 GANDER ASKED IF WE WOULD NEED ADDITIONAL ASSISTANCE AND IF WE WERE STILL IN AN EMER STATE. I ANSWERED NEGATIVE, THE CHANGE TO FL430 HAD RESOLVED THE PROB.
