Narrative:

Air carrier X cleared for takeoff runway 15, turn left to 060, air carrier Y 8 mi for runway 33. I was not familiar with the field and did not realize this was opposing traffic. There was no sense of urgency by the tower. Normal noise abate takeoff, very hazy conditions. Started 15 degree adb turn to left as approximately 1000' MSL. Flaps were coming up thus received transmission, 'immediate left turn to 090 degree, traffic 2 mi. Flaps were still coming up but I used 30 degrees adb to effect turn. (Climbing at vzf). We were light (approximately 145000 pounds) and were climbing rapidly with 15 degree nv attitude when call to turn came. My thought upon receiving transmission was they really cut this one too close. I feel it was unavoidable on our part. Even with an earlier turn (captain briefed no turns prior 600' AGL) with our fast rate of climb, we would have saved only a matter of seconds. During turn, we were asked if we were still up tower, replied yes, told to go to departure. I do not recall if we had been instructed to switch to departure so don't know if this was a factor. I feel bdl ATC cut it too close with opposing runway traffic. Although I delayed turn somewhat (to 1000' MSL). Supplemental information from acn 156311. Air carrier Y after being cleared for the approach to runway 33 we called the tower who cleared us to land. At that time I heard an air carrier X call. The tower controller told air carrier X to turn left to 090 degree immediately and told us to turn left to 270 degree immediately. The aircraft was turned and we were then told to climb to 3000'. I did not see anything because we were in the clouds all the time. The controller asked the captain to call the TRACON. The supervisor said that there was a problem with the controller and that air carrier X did not follow the controller's instructions.

Title: ACR X NON ADHERENCE TO ATC CLRNC HAD LESS THAN STANDARD SEPARATION FROM ACR Y. PLTDEV.

Narrative: ACR X CLRED FOR TKOF RWY 15, TURN L TO 060, ACR Y 8 MI FOR RWY 33. I WAS NOT FAMILIAR WITH THE FIELD AND DID NOT REALIZE THIS WAS OPPOSING TFC. THERE WAS NO SENSE OF URGENCY BY THE TWR. MY THOUGHT UPON RECEIVING XMISSION WAS THEY REALLY CUT THIS ONE TOO CLOSE. I FEEL IT WAS UNAVOIDABLE ON OUR PART. EVEN WITH AN EARLIER TURN (CAPT BRIEFED NO TURNS PRIOR 600' AGL) WITH OUR FAST RATE OF CLB, WE WOULD HAVE SAVED ONLY A MATTER OF SECS. DURING TURN, WE WERE ASKED IF WE WERE STILL UP TWR, REPLIED YES, TOLD TO GO TO DEP. I DO NOT RECALL IF WE HAD BEEN INSTRUCTED TO SWITCH TO DEP SO DON'T KNOW IF THIS WAS A FACTOR. I FEEL BDL ATC CUT IT TOO CLOSE WITH OPPOSING RWY TFC. ALTHOUGH I DELAYED TURN SOMEWHAT (TO 1000' MSL). SUPPLEMENTAL INFO FROM ACN 156311. ACR Y AFTER BEING CLRED FOR THE APCH TO RWY 33 WE CALLED THE TWR WHO CLRED US TO LAND. AT THAT TIME I HEARD AN ACR X CALL. THE TWR CTLR TOLD ACR X TO TURN L TO 090 DEG IMMEDIATELY AND TOLD US TO TURN L TO 270 DEG IMMEDIATELY. THE ACFT WAS TURNED AND WE WERE THEN TOLD TO CLB TO 3000'. I DID NOT SEE ANYTHING BECAUSE WE WERE IN THE CLOUDS ALL THE TIME. THE CTLR ASKED THE CAPT TO CALL THE TRACON. THE SUPVR SAID THAT THERE WAS A PROB WITH THE CTLR AND THAT ACR X DID NOT FOLLOW THE CTLR'S INSTRUCTIONS.
