Narrative:

Coast approach cleared me for the ILS runway 29R at toa. I contacted the tower after intercept and at the OM and was cleared to land runway 29R. The frequency was 124.00 and was being worked by person having a female sounding voice. 124.00 was used because the approach is from the east, is given in commercial chart and instructed by coast approach to use 124.00. I continued the approach and at approximately 200' AGL I saw an small aircraft Y roll out and into position for takeoff. I called a go around and began to arrest my descent. I believe I announced that there was an aircraft on my runway as I called for a go around. A male sounding voice responded (still 124.00) and advise me that I should sidestep to left, overfly and climb to 600', then turn left to downwind runway 29L. I did so and began to climb (I think). I at least was not descending when the small aircraft Y climbed out to my right 50' and at a much greater rate of climb than I (he was clean while I still had my gear down and perhaps my flaps also. I climbed to 1100' (pattern altitude) after cleaning up, flew the pattern and landed safely on runway 29L.

Title: ACFT ON A 200' FINAL APCH TO LAND WENT AROUND BECAUSE OF AN ACFT DEPARTING THE SAME RWY.

Narrative: COAST APCH CLRED ME FOR THE ILS RWY 29R AT TOA. I CONTACTED THE TWR AFTER INTERCEPT AND AT THE OM AND WAS CLRED TO LAND RWY 29R. THE FREQ WAS 124.00 AND WAS BEING WORKED BY PERSON HAVING A FEMALE SOUNDING VOICE. 124.00 WAS USED BECAUSE THE APCH IS FROM THE E, IS GIVEN IN COMMERCIAL CHART AND INSTRUCTED BY COAST APCH TO USE 124.00. I CONTINUED THE APCH AND AT APPROX 200' AGL I SAW AN SMA Y ROLL OUT AND INTO POS FOR TKOF. I CALLED A GAR AND BEGAN TO ARREST MY DSNT. I BELIEVE I ANNOUNCED THAT THERE WAS AN ACFT ON MY RWY AS I CALLED FOR A GAR. A MALE SOUNDING VOICE RESPONDED (STILL 124.00) AND ADVISE ME THAT I SHOULD SIDESTEP TO LEFT, OVERFLY AND CLB TO 600', THEN TURN LEFT TO DOWNWIND RWY 29L. I DID SO AND BEGAN TO CLB (I THINK). I AT LEAST WAS NOT DSNDING WHEN THE SMA Y CLBED OUT TO MY RIGHT 50' AND AT A MUCH GREATER RATE OF CLB THAN I (HE WAS CLEAN WHILE I STILL HAD MY GEAR DOWN AND PERHAPS MY FLAPS ALSO. I CLBED TO 1100' (PATTERN ALT) AFTER CLEANING UP, FLEW THE PATTERN AND LANDED SAFELY ON RWY 29L.
