Narrative:

Small transport X westbound at 8000'. Small transport Y departed rdu southbound and was climbed to 8000'. Aircraft were on different frequencys. Contributing factors: 1) aircraft on different frequencys. 2) should have taken 'radar contact' instead of a 'pointout.' 3) should have 'quick looked' pointout aircraft. 4) frequency congestion with 'VFR popup' aircraft. Situation was discovered by scanning scope. Situation could have been avoided by using vertical sep.

Title: TRACON CTLR TOOK POINTOUT ON AN ACFT FLYING THROUGH HIS AIRSPACE. CTLR THEN ALLOWED A DEPARTING ACFT TO CLIMB TO THE SAME ALT OF THE OVERFLT WITHOUT PROVIDING STANDARD SEPARATION.
